In-Country Workforce Partnership
Your Suriname Back Office for Workforce Deployment
You hold the operator or subcontractor relationship. HCMS provides the Surinamese employment infrastructure underneath: EOR, payroll, immigration, ATLAS mobilisation, workforce support, and NLC 2026 local content data.
The model is built for manpower agencies and EPC contractors that need to deploy workers into Suriname quickly without creating a local entity or losing control of the client relationship.
The Partnership Model
You are a global manpower agency or EPC contractor deploying workers to Suriname for an Oil & Gas, mining, or infrastructure project. Your client is the operator. You need a Surinamese entity to legally employ your workers, process payroll, manage visas, provide ATLAS mobilisation support, and produce NLC 2026-ready workforce data. HCMS is that entity — purpose-built for exactly this role.

Clean separation: HCMS operates as your invisible back-end in Suriname. Your client sees your brand. HCMS handles the compliance, payroll, and logistics underneath. We do not compete with you — we enable you.
For expatriate deployments, HCMS uses a split payroll model that minimises the Surinamese tax burden while maintaining full legal compliance:
Flexible Compensation Structures
HCMS offers multiple payroll structures tailored to the commercial and compliance requirements of each engagement. Whether your deployment requires full in-country payroll processing or a structured arrangement where compensation is managed across jurisdictions, HCMS has the legal framework and operational capability to deliver. We work with you to design the most efficient and compliant structure — balancing Surinamese regulatory requirements with your commercial objectives and your workers' expectations.
| Structure | How It Works |
|---|---|
| Full Suriname Payroll | HCMS processes 100% of the worker's compensation through Surinamese payroll. All statutory obligations (income tax, social security, health insurance) are calculated, withheld, and remitted by HCMS. Suitable for resident assignments and where full local content attribution is required. |
| Structured Payroll | HCMS and your company collaborate on a compensation structure that ensures full Surinamese compliance while accommodating the commercial realities of international deployments. The specific arrangement is designed during the proposal stage based on your assignment profiles, day rates, and client requirements. HCMS handles all in-country obligations; you handle the international components. |
| HCMS Service Fee | A competitive monthly per-employee fee covers the full EOR service: employment contracts, payroll processing, tax compliance, social security administration, and ongoing HR support. Detailed pricing is provided in a separate fee schedule during the commercial discussion. |
| Mobilisation & Immigration | One-time setup fees cover visa and work permit processing, employee onboarding, and ATLAS concierge activation. These are quoted per assignee and detailed in the fee schedule. |
Local Content Compliance
Your operator client reports to Staatsolie and local content stakeholders. Services contracted through HCMS — a Surinamese entity — support NLC 2026 local content evidence. This is a compliance advantage you can offer your client that no international EOR can match.
Dutch-Speaking Operations
Surinamese employment law is based on Dutch civil law. HCMS operates natively in Dutch and English, eliminating the translation layer that costs international agencies time and money on every HR matter.
Speed to Mobilise
Work permit processing: 3–4 weeks (EU nationals), 6–8 weeks (non-Schengen). Housing secured before arrival. Meet & greet on landing. First payroll run within 30 days of contract signing. Your workers are productive from Day 1.
Transparent Pricing
Transparent, competitive pricing with no hidden charges. Detailed cost simulations are provided during the proposal stage with full breakdowns per line item. You always know what you are paying before you commit.
Framework Agreement
One Master Service Agreement covering all your Suriname deployments — regardless of how many operator clients you serve. Add workers under the same commercial structure. Scale up without renegotiating terms.
White-Label Capability
HCMS operates behind your brand. Your client sees your company as the service provider. HCMS handles the Surinamese employment infrastructure invisibly. We do not approach your clients independently.
Every worker employed through HCMS can be supported by our integrated technology stack. This is a differentiator you can present to your operator client — your workers in Suriname are not just employed, they are mobilised, tracked, supported, and reportable.
ATLAS Concierge
Full expat lifecycle management — visa tracking, housing, transport, document vault with automated expiry alerts, family settlement, and 24/7 AI concierge. Your workers and your company both have visibility into the platform.
→ Partner benefit: real-time visibility on every worker's immigration and settlement status
HCMS Recruitment Desk
If you need HCMS to source local Surinamese workers for your operator client, our recruitment desk runs sourcing, screening, shortlist evidence, and Compliance Shield checks before candidates are presented.
→ Partner benefit: local recruitment capability without establishing your own Suriname hiring function
HCMS Academy
Pre-deployment and on-assignment training: O&G Fundamentals, HSE, Local Content Compliance, Employment Law, and operator-specific inductions. Certified completions are documented and reportable to your client for NLC 2026 compliance.
→ Partner benefit: your workers arrive trained and certified — reduces operator onboarding time
HCMS Digi Coaches
24/7 AI operational support for every deployed worker — scheduling, procurement, task management, and instant answers to employment questions. Integrated with CRM, calendar, and document management.
→ Partner benefit: higher worker productivity, fewer HR escalations, measurable engagement data
